Edinburg CISD board to consider prayer and religious reading resolution under State SB 11, Community Advisory Committee rules

Edinburg, TX – The Edinburg Consolidated Independent School District Board of Trustees is scheduled to consider a resolution related to Senate Bill 11 during its upcoming regular meeting on Tuesday, Feb. 10, an item that would determine whether campuses are required to provide daily periods of prayer and the reading of religious texts.
Senate Bill 11 discussion
Item 8.C on the action agenda calls for discussion and possible action on adopting a resolution under Senate Bill 11, which allows a school district’s governing body to require campuses to offer voluntary periods of prayer and the reading of the Bible or other religious texts.
Under the law, the district must vote on the record to require such prayer and reading periods. Participation by students or employees would be voluntary and would require signed consent forms from parents or employees.
Consent and legal requirements
The required consent forms must include waivers of liability for the school district and its employees, as well as a waiver of the participant’s right to sue, including claims related to potential violations of the Establishment Clause of the First Amendment.
Senate Bill 11 specifies that the prayer and reading periods may not be conducted over a public address system or within earshot of individuals who have not signed a consent and waiver. The periods also may not replace instructional time.
The law allows teachers, principals or other individuals to encourage participation, but prohibits requiring or coercing students or employees to attend.
Superintendent’s report and enrollment
The meeting agenda includes the superintendent’s report, which will feature an enrollment update as of Feb. 6, 2026. District enrollment figures are routinely presented to inform trustees about attendance trends and planning considerations.
Consent agenda items
Trustees are expected to consider several items under the consent agenda, including approval of minutes from the Jan. 27 regular board meeting.
Also included are interlocal agreements with South Texas College for the 2025-2026 academic year and with The University of Texas Rio Grande Valley for student participation in the Texas Pre-Freshman Engineering Program during the 2026-2027 school year. The TEXPREP agreement involves multiple ECISD middle and high school campuses and carries a cost of $44,625, funded through CCMR funds.
The consent agenda also includes approval of KnowBe4 software for districtwide security awareness training at a cost of $41,408.28, funded through local maintenance funds.
Action agenda items
In addition to the Senate Bill 11 resolution, trustees are scheduled to consider approval of community advisory committee roles and responsibilities and a right-of-entry and hold harmless agreement between the City of Edinburg and Edinburg CISD.
Another action item includes approval to purchase educational reading progress kits and incentives from Springboards to Education as part of the district’s Accelerated Reader program. The purchase totals $131,750 and will be funded through state compensatory funds.
Closed session and personnel matters
The agenda includes an extensive closed session portion, during which trustees may consult with legal counsel, discuss real property matters, and address personnel issues. Closed session topics include principal and coordinator employment, personnel investigations, superintendent updates, and multiple Level III employee grievance hearings.
Open session actions
Following closed session, the board may take action in open session on items discussed, including personnel recommendations, grievance outcomes, real estate matters and legal updates.
