Edinburg City Council to Hold Public Hearing Sept. 15 on Proposed Budget, Tax Rate to Remain Unchanged

Edinburg TX – The Edinburg City Council will hold its regular meeting Tuesday, Sept. 15, at 6 p.m., at City Hall Council Chambers, 415 West University Dr.
Budget and Tax Rate
The council will hold public hearings on the proposed budget and proposed tax rate for the city for fiscal year 2026-2027, and will consider ordinances adopting the budget and the tax rate and levy for the same fiscal year. The tax rate is set to remain unchanged at $0.6300. You can see the proposed budget here.
City Highlights
The council will note several upcoming city events, including a Car Seat Checkup & Giveaway, exclusive to Edinburg residents, on Thursday, Sept. 24, at 6 p.m. at Edinburg Municipal Court; the Fire Department’s 100-Year Anniversary 5K on Saturday, Oct. 3, at 7:30 a.m. at Central Fire Station No. 1; and the Edinburg Fire Stoppers Festival on Saturday, Oct. 3, at 6 p.m. at Promenade Park Amphitheater.
Proclamations
The council will present a proclamation recognizing Sept. 25, 2026, as National Day of Remembrance for Murder Victims, and a proclamation recognizing the 1977 Edinburg High School boys cross country UIL state champions for their induction into the Rio Grande Valley Sports Hall of Fame Team of Honor.
Public Hearings
The council will hold public hearings on a comprehensive plan amendment and rezoning at 1815 W. Owassa Road for two separate tracts, both requested by R. Gutierrez Engineering Corporation. The council will also hold public hearings on sign variance requests at 503 Conquest Blvd., requested by AJ Ferrara, and at 5502 S. McColl Road, requested by Roberto Gonzalez.
A routine public hearing item covers an additional comprehensive plan amendment and rezoning request at 1815 W. Owassa Road, also requested by R. Gutierrez Engineering Corporation.
Variance
The council will consider variance requests for street dedication and sanitary sewer requirements for the proposed Montemayor Estates Subdivision at 3220 W. Chapin Rd., requested by Quintanilla, Headley and Associates, Inc.
Ordinances
The council will consider a temporary special use permit for “Fandango 2026,” to be held Saturday, Oct. 3, at the Museum of South Texas History, requested by Francisco Guajardo, Ph.D. The council will also consider ordinances amending the city’s administrative code to update the city’s structural organization and to provide changes to the classification and compensation plans for both civil service and non-civil service employees.
Awarding of Bids
The council will consider awarding a request for proposals for a Development Impact Fee Nexus Study to Willdan Financial Services, and awarding a request for proposals for Veterans Boulevard Drainage Improvements Phase II to Blue Dot Site & Utilities, LLC, for an amount not to exceed $760,000.
Economic Development
The council will consider approval of the Edinburg Economic Development Corporation’s fiscal year 2026-2027 program of work and budget.
Consent Agenda
The council will consider a resolution authorizing an application to the Texas Division of Emergency Management under the Texas Mutual Aid Reimbursement Program; a resolution authorizing a Routine Airport Maintenance Program grant agreement with the Texas Department of Transportation Aviation Division, potentially providing up to $100,000 in reimbursement; a development agreement with Heriberto Anaya Development Group for the tracts at 1815 W. Owassa Road; awarding the city’s fiscal year 2025-2026 audit to Cascos & Associates, PC, for $86,900; and budget transfers for the general fund and solid waste management fund.
Other Business
The council will discuss resetting the time and place of a joint public hearing with the Planning and Zoning Commission regarding the city’s Unified Development Code.
Executive Session
The council will convene in executive session to consult with the city attorney, discuss personnel matters, consider the conveyance, exchange or lease of real property, and discuss economic development matters, including an item referred to as “Project Fizz.”
