Edinburg CISD Board to Weigh DEI Resolution, Contracts, and Enrollment Updates

EDINBURG, TX – The Edinburg Consolidated Independent School District Board of Trustees will meet Tuesday, Sept. 23, with a wide-ranging agenda that includes adoption of a resolution on diversity, equity, and inclusion alongside updates on student enrollment, program contracts, and district operations.

Texas school districts are now required to take formal action to comply with Senate Bill 12, a 2025 law banning diversity, equity and inclusion (DEI) initiatives in K-12 public schools. The law prohibits districts from adopting DEI-related policies, trainings, or clubs and requires boards to pass resolutions certifying compliance. Districts must:

  • Eliminate policies or training that reference race, ethnicity, gender identity or sexual orientation, except where required by federal law.
  • Avoid considering those factors in hiring or professional development.
  • Restrict student clubs tied to gender identity or sexual orientation and require parental consent for participation in certain groups.
  • Respond to parental complaints about possible violations, with appeals directed to the Texas Education Commissioner.
  • Discipline employees who knowingly engage in prohibited DEI-related activities.
  • Update policies, including “District of Innovation” plans, and provide staff training on the new rules.

While the state ban is sweeping, it does not override federal nondiscrimination requirements. Legal challenges are underway, but districts are expected to demonstrate compliance now through board resolutions, updated policies, and new oversight procedures.

Among the other items listed for discussion and possible action:

  • Superintendent’s Reports
    • An update on HVAC maintenance work orders.
    • The latest student enrollment count as of Sept. 19, 2025.
  • Consent Agenda
    • Renewal of software for PEIMS data validation and audit compliance.
    • Agreements with the University of Texas Rio Grande Valley for “Mother-Daughter” and “Father-Son” initiatives at district middle schools.
    • Renewal of a UTRGV partnership for high school mentorship through “Go Centers.”
    • Memoranda of understanding with local healthcare and therapy providers for student support services.
  • Action Items
    • Contracts and renewals for Career & Technology Education programs, including student certification exams in Adobe, Microsoft Office, and other skills areas.
    • Renewals for instructional software, assessment tools, and library services such as Quizizz/Formative and Follett.
    • Consideration of a $4.1 million competitive sealed proposal for instructional materials, software, and equipment.
  • Closed Session
    • Consultation with legal counsel on pending litigation and property near district campuses.
    • Deliberation on district real estate matters.
    • Personnel matters, including the hiring of librarians for Truman Elementary and Memorial Middle School.
    • Review of student discipline cases and confidential student information.

The meeting begins at 6 p.m. at the ECISD board room and will include opportunities for public comment before trustees move to closed session.
