Former Hidalgo County Detention Officer Charged With Official Oppression After Striking Handcuffed Inmate

Edinburg TX – Hidalgo County Sheriff’s investigators Thursday charged a former adult detention officer with official oppression after an investigation determined he struck a handcuffed inmate multiple times in the face at the Hidalgo County Adult Detention facility.
Luis Vega, 30, faces one count of official oppression, a Class A misdemeanor. Bond was set at $2,500.
The incident occurred Sept. 8, 2026, at approximately 8:30 p.m. at the detention facility. As part of standard procedures, the facility’s administration conducts an administrative review of all use-of-force incidents. During that review, it was determined that Vega struck an inmate multiple times in the face while the inmate was handcuffed.
Vega was placed on administrative leave pending an investigation. He was terminated from his position Oct. 5, 2026.
Sheriff J.E. “Eddie” Guerra said the conduct would not be tolerated.
“We are entrusted with the care and custody of inmates, and that responsibility we take very seriously,” Guerra said. “We do not tolerate this type of conduct. Our personnel are expected to uphold the highest standards of professionalism, integrity, and accountability.”
