Staff Report

Edinburg TX – The Edinburg City Council will meet Wednesday, Nov. 4, at 6 p.m. at City Hall, 415 W. University Drive, to consider selecting a firm to develop a 20-year Water and Sewer System Master Plan as the city continues to experience significant growth.

The meeting falls on Wednesday rather than the council’s usual Tuesday meeting night due to the midterm election on Nov. 3.

Water and Sewer Master Plan

Staff is recommending the council select Halff Associates Inc. as the top-ranked firm and authorize the City Manager to negotiate a professional services contract for RFQ No. 2027-1, Water and Sewer Master Plan.

Two firms submitted qualifications when RFQs were opened Oct. 6, 2026. A ranking committee consisting of two assistant city managers, the Director of Utilities, Assistant Director of Utilities, City Engineer, Assistant City Engineer and an Engineer III evaluated the submissions. Halff Associates Inc. ranked first, followed by Guzman & Munoz Engineering and Surveying Inc.

According to the staff recommendation, the master plan will cover a 20-year planning horizon and include hydraulic modeling, identification of existing and future capacity constraints, prioritization of system capacity needs and development of a capital improvement program to address those needs. Funding is available in the Utility Fund.

“The City of Edinburg is currently experiencing tremendous growth,” the staff recommendation states. “In order to support the growth, the City is seeking a qualified firm to prepare a comprehensive Water and Sewer System Master Plan.”
