Edinburg CISD Board Names Donna ISD Superintendent Dr. Angela Dominguez as Lone Finalist for Superintendent on 4-3 Vote

Edinburg TX – The Edinburg CISD Board of Trustees voted Monday night to name Donna ISD Superintendent Dr. Angela Dominguez as the lone finalist for the position of Superintendent of Schools.
ECISD Board President Xavier Salinas noted that school board elections were only three months away but that the district need to fill the vacancy. Neither he nor any of the board members said anything about the candidate prior to the vote, which was 4-3. Board members voting for were Salinas, Carmen Gonzalez, Letty Flores and David Torres.
Under Texas law, the board must wait a mandatory 21-day period before taking a final vote on employment. That means a final vote could not occur before late August 2026.
Dominguez has served as superintendent of Donna Independent School District since 2021, becoming the first female superintendent in the district’s 100-year history. She brings more than three decades of experience in education.
Under her leadership, Donna ISD has achieved 100% student growth across all subjects, with kindergarten literacy rates rising from 18% in 2021 to 85% by 2024. The district has also earned four consecutive years of a perfect State Financial Integrity Rating of 100, and successfully passed a historic $120 million bond in 2023.
Dominguez earned recognition as the 2025 Region One Superintendent of the Year and was named a 2024-2025 Superintendent to Watch by the National School Public Relations Association.
A first-generation college graduate, Dominguez earned her undergraduate degree from Dartmouth College. She launched specialized schools and a two-way dual language program during her tenure at Donna ISD.
The announcement follows a turbulent period for the district. At a July 1 special meeting, the board reversed its June 23 vote to appoint Dr. Gisela Saenz as interim superintendent following public concerns about procedural irregularities. The board instead named Chief of Finance and Operations Adele Felix as interim superintendent, a position Felix continues to hold pending the completion of the superintendent search.
