Staff Report

Edinburg TX – The Texas Education Agency is accepting applications for the Parent Access to Supplemental Supports program, known as PASS, which provides a $400 online grant to parents and guardians of eligible third-grade students enrolled in Texas public schools. Applications for the 2026-2027 school year are now open, based on results from 2025-2026 state assessments.

To qualify, a student must be enrolled in a Texas public school and must have scored “did not meet grade level” in reading on the third-grade state assessment. A score of “approaches grade level” does not qualify. Students who met the criteria last school year but are now in fourth grade remain eligible to apply.

The $400 grant is available per eligible student. Parents and guardians with more than one qualifying child are encouraged to apply for each student individually.

How to Apply

Parents and guardians must apply online through the PASS Parent Portal. No paper application is available. The portal is compatible with mobile devices, though TEA recommends using a computer or tablet. Families have one year from the date their student’s assessment results are released to submit an application.

Once an application is approved, parents select a tutor from the ClassWallet marketplace, where funds are deposited electronically. Funds may only be used through the online ClassWallet marketplace. No gift or debit cards are issued, and reimbursements for outside purchases are not permitted. Account holders must activate their ClassWallet account within 90 days of receiving the award email or risk losing the funds.

Approved Tutoring Providers

Eligible tutoring providers include Teacher Incentive Allotment teachers, approved tutoring companies, Texas-Certified Reading Specialists, Licensed Dyslexia Therapists, Certified Academic Language Therapists and Certified Academic Language Practitioners. TEA recommends in-person tutoring whenever possible. Online and hybrid options are also available.

Providers must undergo background screening and comply with all applicable student safety requirements. TEA does not set provider rates but has directed approved providers to offer PASS students favorable pricing and prohibits providers from charging administrative, travel or material fees.
