Staff Report

Edinburg TX – The Edinburg City Council will hold its regular meeting Tuesday, July 21, 2026, at 6 p.m. at City Hall Council Chambers, 415 W. University Dr., with an agenda that includes a Fountain Pool pump house renovation contract, a fiscal year budget amendment, and a new insurance agent of record contract.

Proclamation

The council will present a proclamation recognizing Aug. 4, 2026, as the 30th Annual National Night Out in the City of Edinburg, presented by Police Chief Jaime Ayala.

Public Hearing

The council will hold a routine public hearing on a special use permit for on-premise consumption of alcoholic beverages for late hours at 1204 E. Canton Road, as requested by Space Monkey Barrcade LLC. The item was brought forward by Jaime Acevedo, Director of Planning and Zoning.

Variance

The council will consider a variance request to the city’s Unified Development Code bufferyard classifications for the proposed Villages on Closner Subdivision, a 76.687-acre tract at 500 E. Russell Road, as requested by Tribute Engineering.

Budget Amendment

The council will consider an ordinance amending the 2025-2026 fiscal year budget to provide additional revenues and appropriations to the General Fund, Los Lagos Golf Club Fund, Edinburg International Airport Fund, and the Opioid Fund.

Bids and Contracts

The council will consider awarding RFQ No. 2026-1 for Agent of Record, authorizing the city manager to negotiate and enter into an agreement for insurance services. The item was submitted by Erica A. Balli, Director of Human Resources.

The council will also consider awarding Bid No. 2026-11 for the Fountain Pool Pump House Renovation rebid to GlobalConstruction & Design LLC, the lowest aggregate bidder meeting specifications.

Appointment

The council will consider an appointment of one member to the Civil Service Commission.

Consent Agenda

The consent agenda includes the following items:

  • A resolution approving an ARPA Coronavirus State and Local Fiscal Recovery Funds program budget amendment
  • A resolution approving the Community Development Block Grant Fiscal Year 2026-2027 Annual Action Plan for the period Oct. 1, 2026, through Sept. 30, 2027
  • A resolution authorizing the city manager to submit a grant application to the Texas Water Development Board for the Fiscal Year 2027 House Bill 500 Water Supply and Infrastructure Grants Program to fund the Los Venados Water Tower, Water Meter Upgrade and Water Rights Project
  • A resolution authorizing the city manager to submit a grant application to the U.S. Department of Justice COPS Office under the Fiscal Year 2026 COPS Hiring Program
  • A resolution authorizing submission of a grant application to the Texas Department of Transportation for the Fiscal Year 2026-2027 Selective Traffic Enforcement Program Impaired Driving Mobilization Grant Program
  • Approval of Fiscal Year 2025-2026 budget transfers for the General Fund, CDBG Fund, and Utility Fund

Executive Session

The council is expected to convene in executive session to discuss personnel matters, real property conveyance or lease, and four economic development matters identified as Project Brunch, Project Komida, Workforce Resource Center, and Project 25. The council will reconvene in open session to take any necessary action following the closed meetings.
