Edinburg, TX – The Edinburg Consolidated Independent School District Board of Trustees will meet Tuesday to consider revisions to board meeting public participation rules, review continued enrollment losses, and take up personnel matters that include multiple group employee grievance hearings.
The regular board meeting is scheduled for 6 p.m. Jan. 13.
Public participation policy changes
Trustees are set to vote on the second reading of a Texas Association of School Boards localized policy update that includes revisions to board meeting public participation rules. The action item, listed as Item 8A, also includes updates to policies related to employee leaves and absences.
The agenda does not detail the specific changes to public participation procedures, but the revisions would formally amend how members of the public may address the board during meetings.
Community advisory committee proposal
Under the superintendent’s report, trustees will revisit plans for a Community Advisory Committee. Board President Xavier Salinas placed the item on the agenda at the board’s Dec. 9 meeting, saying it connects to upcoming board governance training and broader efforts to hear directly from community members.
According to prior discussion, the committee would provide feedback on district communication, safety, academic programs and board practices. Trustees previously said the group could also be used to highlight positive developments in the district while giving residents a forum to raise concerns about enrollment, student mental health and district facilities.
Enrollment report shows continued decline
Trustees will also receive an enrollment report as of Jan. 9. District data from December 2025 show Edinburg CISD has lost nearly 900 students compared with the same period last year, continuing a trend of declining enrollment discussed by the board in recent months.
Personnel matters and grievance hearings
The board will move into closed session to discuss personnel matters, including new hires for social worker, academic counselor and assistant principal positions at several campuses.
Trustees are also scheduled to conduct a series of Group Level III employee grievance hearings involving secondary school counselors, educational diagnosticians, speech pathologists and outreach specialists. The agenda does not specify the nature of the grievances. Any action resulting from those hearings would be considered in open session.
