Edinburg Council to Decide Mayor Pro-tem Appointment, Swear In De Leon

Edinburg, TX – The Edinburg City Council on Monday will consider a slate of appointments, including the mayor pro-team position, and receive multiple legal and economic briefings during a special meeting that also includes routine presentations, variance requests, and a lengthy consent agenda.
The meeting was moved from its regularly scheduled session on Tuesday, Dec. 16, to Monday, Dec. 22, because election results were scheduled to be canvased and certified on the 16th.
Jason De Leon, Council Member, Place 2, will be sworn in at 5:30 pm. The incumbent won re-election after the Dec. 13 run-off against Moises Vela.
The City Council meeting will start, as usual, at 6 pm. The agenda places particular attention on appointments. Council members will consider selecting one of their own to serve as mayor pro tem, a role that presides over meetings in the mayor’s absence. De Leon is the current mayor pro-team. The appointment of the mayor pro-team is decided after each election.
The Council will also review two mayoral appointments to the Edinburg Housing Authority Board of Directors.
Council members will hear two presentations: an annual delinquent tax collection and municipal court report covering October 2024 through September 2025, and the city’s receipt of Magic Valley Electric Cooperative’s 2025 capital credit check.
Two development-related variance requests are also scheduled, both involving right-of-way width requirements under the city’s Unified Development Code. The requests pertain to properties on West Rogers Road and North McColl Road.
A sizeable consent agenda includes more than a dozen items involving technology renewals, public safety equipment purchases, utility department vehicles and equipment, and approval of a budget transfer in the Utility Fund. Most purchases are tied to cooperative purchasing programs or state contracts, allowing the city to secure standardized pricing.
A substantial portion of the meeting is expected to occur behind closed doors. The council plans an executive session covering ongoing or potential litigation, a review of development ordinances, real estate negotiations involving Burns Bros. Ltd. and tax-foreclosed properties, and economic development discussions on two projects identified as Project Komida and Project Ribeye. Members will also receive legal briefings on the city’s agreement with Palm Valley Animal Society.
The meeting will take place at the City Council Chambers at City Hall.
