Edinburg TX – The Edinburg City Council will hold a budget work session followed by its regular meeting on Aug. 18 at City Hall Council Chambers, 415 West University Dr.
Budget Work Session
The work session begins at noon. Ascencion Alonzo, director of finance, will present the fiscal year 2026-2027 city manager’s proposed budget. Public comments will be taken, limited to three minutes per speaker.
Regular Meeting
The regular meeting follows at 6 p.m.
The council will consider a proposed tax rate for the fiscal year beginning Oct. 1, 2026, through Sept. 30, 2027, and set a public hearing date, according to the agenda item presented by Alonzo.
Fire Chief Omar Garza will present the MedCare EMS semi-annual review.
The council will present a proclamation recognizing Aug. 19, 2026, as National Aviation Day in Edinburg, with Eddie Velarde, director of aviation, on hand.
Public Hearings
The council will hold public hearings on five zoning items, including a comprehensive plan amendment and rezoning request for property at 3709 Tagle Street requested by Blanca Garcia and Roberto Garcia, and a rezoning request for a 3.03 acre tract at 725 W. Rogers Road requested by Quintanilla, Headley & Associates, Inc. Additional hearings cover a 17.843 acre tract at 3002 W. Mile 17 ½ Road requested by Supreme Engineering, a sign variance at 8300 N. I-69C requested by MatkinHoover Engineering & Surveying, and a sign variance at 320 N. Closner Boulevard requested by Jorge Gonzalez. Jaime Acevedo, director of planning and zoning, is listed for each item.
Four additional routine public hearing items on zoning and comprehensive plan amendments are also on the agenda, also under Acevedo.
Ordinance and Bids
The council will consider an ordinance adopting the 2024 International Fire Code and related 2024 and 2023 international building and safety codes, presented by Natalia Velasquez, chief building official.
The council will consider awarding seven professional services request-for-qualifications contracts covering right-of-way acquisition, real estate appraisal, geotechnical engineering, architectural services, land surveying, professional engineering and project management, all presented by City Engineer Mardoqueo Hinojosa. The council will also consider rejecting a group employee medical insurance proposal and negotiating a renewal with Blue Cross Blue Shield, and consider awarding a prescription personal importation program contract, both presented by Erica A. Balli, director of human resources.
Executive Session
The council will convene in executive session to consult with the city attorney, discuss personnel matters, and consider the conveyance, exchange or lease of real property and economic development matters.
