Edinburg TX – Hidalgo County Precinct 4 Commissioner Ellie Torres joined the Hidalgo County Urban County Program, community partners, and family members to celebrate the completion of a new home for Edinburg resident Maria J. Ramos through the HOME Owner-Occupied Rehabilitation Program.

A key hand-off ceremony was held at Ramos’ new residence, marking the completion of a reconstruction project that transformed a deteriorated home into a safe, modern, and affordable place to live. The project was made possible through the Hidalgo County Urban County Program and was completed by contractor Andrew Nicolas Salinas of A-One Insulation.

Ramos, 62, qualified for assistance through the HOME Owner-Occupied Rehabilitation Program, which provides rehabilitation and reconstruction services to eligible low- and moderate-income homeowners throughout Hidalgo County. The project included demolition of the existing structure and construction of a brand-new home designed to meet the family’s needs and provide long-term stability for her household.

Commissioner Torres said the project represents more than a single home. “Every family deserves a safe place to call home,” Torres said. “Today we celebrate more than the completion of a house, we celebrate a new beginning for Ms. Ramos and her family. This investment reflects our commitment to improving quality of life for our residents and ensuring that families have access to safe and dignified housing.”

Joel Rivera, director of the Hidalgo County Urban County Program, said the program continues to support families across the county. “Through the HOME Owner-Occupied Rehabilitation Program, we are able to help families remain in safe, decent, and affordable housing while strengthening neighborhoods throughout Hidalgo County,” Rivera said. “Funding is currently available for eligible homeowners, and we encourage residents who may qualify to apply. Our office is actively accepting applications and looks forward to assisting more families in creating safer living environments.”

The HOME Owner-Occupied Rehabilitation Program is designed to address substandard housing conditions and preserve affordable housing opportunities throughout Hidalgo County by partnering with homeowners and qualified contractors to maintain the county’s housing stock in decent, safe, and sanitary condition.
