Edinburg Council Meeting Covers Routine Items

Edinburg, TX – The Edinburg City Council on Oct. 21 approved four proclamations recognizing Domestic Violence Awareness Month, Physician Assistant Month, Breast Cancer Awareness Month and Community Planning Month, and advanced several land-use and administrative items in a meeting that featured no reported conflicts of interest.
During the proclamations, representatives of a local domestic-violence nonprofit shared survivor testimony and service needs as the council recognized October 2025 as Domestic Violence Awareness Month. Speakers noted continued demand for shelter, counseling and prevention programs in Hidalgo County and encouraged community support and participation in a Nov. 13 fundraiser in Edinburg.
The council also recognized October as Physician Assistant Month at the request of the University of Texas Rio Grande Valley’s physician assistant program. Faculty, students and professional leaders highlighted the program’s long-standing presence in Edinburg and the role PAs play in expanding access to care across the Rio Grande Valley.
South Texas Health System accepted the city’s proclamation of October as Breast Cancer Awareness Month, citing national incidence and survival statistics and urging women 40 and older to keep up with screening mammograms. The council further marked October as Community Planning Month, thanking city planning staff and volunteers for guiding growth amid sustained development.
In public hearings, the council approved three land-use items:
• 1000 W. Ingle Road: Changed the comprehensive plan from general commercial to suburban uses and rezoned from Residential Suburban to Agriculture and Open Space to align with the owner’s stated agricultural use. Staff recommended denial due to the future land-use map, but the Planning and Zoning Commission had backed the request; the council approved it.
• 4016 S. Veterans Blvd.: Amended the comprehensive plan from outer urban to general commercial and rezoned from Residential Primary to Commercial General; approved.
• 4107 S. Veterans Blvd.: Amended the comprehensive plan from outer urban to general commercial and rezoned from Commercial Neighborhood to Commercial General; approved.
Council members also approved a temporary special use permit for the 18th Annual Children’s Fall Festival on Friday, Oct. 24, 2025, at 1102 W. Trenton, hosted by South Texas Health System Children’s Hospital.
On procurement, the city awarded Bid No. 2025-28 for annual water plant chemicals to the lowest bidders per line item, with staff noting multiple vendors supply different chemicals and purchases are made as needed.
The consent agenda passed with all items approved except for a separate discussion on budget transfers. After questions, the council approved transfers within the Ebony Hills Golf Course, General Fund, Los Lagos Golf Club, Solid Waste Management and Utility funds for fiscal 2024, with the finance director stating the adjustments were year-end, within existing appropriations and had no impact on fund balances.
Following executive session, the council authorized the city attorney and city manager to proceed as discussed on several legal and economic development matters, including conveying real property pursuant to an economic development agreement with Rowan Brothers Limited and taking action consistent with direction provided in closed session.
