Edinburg City Council to Address Rezoning, Ambulance Contract, Airport Improvements at Tuesday Meeting

Edinburg TX – The Edinburg City Council will hold its regular meeting Tuesday, June 16, 2026, at 6 p.m. at City Hall Council Chambers, 415 W. University Dr., with a packed agenda that includes major rezoning hearings, an executive session on an ambulance services contract, and action on airport infrastructure improvements.
Rezoning Requests
The council will hold three public hearings on a series of rezoning requests covering more than 94 acres at 799 E. Alberta Road, all submitted by SAMES.
The first two hearings involve requests to amend the city’s comprehensive plan from Auto-Urban Uses to General Commercial Uses and to rezone two separate tracts from Agriculture and Open Space district to Commercial, General district. The first tract covers 20.97 acres from Lot 63 of the Kelly Pharr Subdivision. The second covers 13.79 acres from Lots 66 and 67 of the same subdivision.
A third hearing addresses a request to rezone a 59.41-acre tract from Agriculture and Open Space district to Residential, Primary district, drawn from Lots 63, 66, and 67 of the Kelly Pharr Subdivision. No comprehensive plan amendment is included in that request.
The council will also consider three additional rezoning items under its routine public hearing process. Those include a comprehensive plan amendment and rezoning request from Auto-Urban Uses to General Commercial at 3415 S. Raul Longoria Road, submitted by Guillermina Padilla Morales; a comprehensive plan amendment and rezoning from Commercial, General district to Residential, Urban and Townhome district for a 0.40-acre tract at 498 N. I-69C, submitted by Rioplex Engineering LLC; and a rezoning request for 21.398 acres at 4220 N. Seminary Road from Residential, Multifamily district to Residential, Urban and Townhome district, submitted by Melden & Hunt, Inc.
All three routine items were brought forward by Jaime Acevedo, Director of Planning and Zoning, and require only a single motion for approval unless a council member requests separate consideration.
Flood Mitigation and Drainage
The council will consider authorizing the city manager to submit a grant application to the Texas Water Development Board and the Federal Emergency Management Agency under the Fiscal Year 2024 Flood Mitigation Assistance Grant Program for the Ebony Hills Drainage Improvements Project.
Two additional items relate to the Chapin Pumps Rehabilitation Drainage Improvements Project under the Texas General Land Office Community Development Block Grant-Disaster Recovery program. The council will consider amending the existing grant agreement under Contract No. 23-152-007-E179 and amending Resolution No. 2514 to commit additional funds to the same project, which is tied to 2018 South Texas Floods funding.
Traffic Signal Improvements
The council will consider entering into an interlocal agreement with the City of McAllen for the submission of 2026 Rio Grande Valley Metropolitan Planning Organization Category 7 funds for traffic signal timing improvements. A separate resolution would authorize the submission of a grant application for a traffic signal timing study covering east-west corridors within both Edinburg and McAllen city limits.
CDBG Public Service Agreements
The council will consider authorizing the city manager to enter into Community Development Block Grant agreements for FY 2025-2026 with Amigos Del Valle, Inc. and C.A.M.P. University.
Texas Cook’Em Sponsorship
The Edinburg Economic Development Corporation board’s sponsorship of $30,000 for the 20th Annual Texas Cook’Em High Steaks event is on the agenda for council approval. The event is scheduled for July 1-4, 2026, at Ebony Hills Golf Course, 300 W. Palm Dr. A temporary special use permit for the event is also on the agenda.
Airport Infrastructure
The council will consider authorizing the city manager to enter into Amendment No. 1 to the Airport Project Participation Agreement for Texas Department of Transportation Aviation Division Project 2421EDNBG for infrastructure improvements totaling $21,637,427 at South Texas International Airport at Edinburg.
Fountain Pool
The council will consider rejecting Bid No. 2026-09 for Fountain Pool Filtration Improvements.
Proclamations
The council will present a proclamation recognizing June 2026 as Elder Abuse Awareness Month as requested by the Texas Department of Family and Protective Services, and a proclamation recognizing the Edinburg Conceptos Dance Ensemble as state competition winners at the 2026 South Texas College State Dance Competition.
Executive Session
The council is expected to convene in executive session with several closed-door items, including possible action on an agreement with Medcare EMS for ambulance services and a potential interlocal agreement with Edinburg CISD related to Fountain Park. Additional closed session items include personnel matters and two real property discussions, one involving a matter identified as Project 25, which also implicates economic development negotiations. The council will reconvene in open session to take any necessary action following the closed meetings.
