Mayor Omar Ochoa Sets Sights on Growth with $275M Plan, Major Infrastructure Push

EDINBURG TX – In a forward-looking State of the City address, Mayor Omar Ochoa outlined an ambitious roadmap for Edinburg’s future, centered on infrastructure, sustainability, and long-term economic growth. Calling the moment “a great awakening,” Ochoa framed his first address as both a reflection on a strong 2025 and a launching point for what he described as “the greatest era of progress this city has ever seen.”

At the core of that vision is a $275 million capital improvement plan, the largest in city history. “We make this investment not out of convenience, but out of a fierce, unyielding ambition for our future,” Ochoa said. The four-year initiative is designed to expand sewer systems, improve drainage, and upgrade roadways to support Edinburg’s rapid population growth.

A Foundation for Future Growth

City leaders are prioritizing infrastructure as the backbone of expansion, particularly as Edinburg continues to rank among the fastest-growing cities in Texas and the nation.

Ochoa emphasized that growth must be supported by long-term planning, especially in critical areas like water supply. “By the end of this decade, Edinburg will secure an alternate independent water source,” he said, pointing to early efforts to develop a new water treatment facility.

The mayor also highlighted North Edinburg as a key growth corridor, with plans already underway to expand wastewater capacity and construct a new treatment plant to accommodate future development.

Revitalizing Downtown and Expanding Reach

Downtown Edinburg is set for significant upgrades aimed at boosting economic activity and quality of life. Among the planned improvements are enhancements along Highway 107, a new parking garage, and continued support for small businesses.

“We are going to breathe art, music, culture, dining, vibrancy, and life back into the soul of our city,” Ochoa said.

Beyond downtown, the city is investing in regional connectivity and economic positioning. Upgrades to Edinburg’s airport—including a runway extension and new navigation systems—are intended to transform the facility into a hub for international trade and logistics.

Investing in Equity and Community

Ochoa stressed that growth must be inclusive, with new investments targeting historically underserved areas in east and southeast Edinburg. Plans include new parks, trails, and infrastructure improvements.

“We’re making a solemn commitment to lift all areas of our city,” he said.

Despite the scale of these projects, Ochoa noted that the city is maintaining its lowest property tax rate since 1991 while holding strong financial reserves.
