Edinburg, TX – Hidalgo County Precinct 4 officials marked the second Key Handoff Ceremony of the year for a newly reconstructed home in Edinburg completed through the HOME Owner-Occupied Rehabilitation Program.
County Commissioner Precinct 4 Ellie Torres recognized the milestone alongside the Hidalgo County Urban County Program, noting the home was fully rebuilt after a substandard structure was demolished. Officials said the reconstruction ensures the homeowner now has safe, sanitary and affordable housing.
HOME rehabilitation program
The HOME Owner-Occupied Rehabilitation Program is administered by the Hidalgo County Urban County Program and provides rehabilitation and reconstruction assistance to eligible low- and moderate-income homeowners. The program is intended to prevent the continued deterioration of substandard housing and support stable living conditions across the county.
County officials said the reconstruction was completed with assistance from Quality Investments, a contractor partner working with the Urban County Program.

Joel Rivera, director of the Hidalgo County Urban County Program, said the ceremony reflects continued momentum in county housing efforts. “Our goal is not only to rebuild homes, but to rebuild stability for families across Hidalgo County,” Rivera said.
