Edinburg Council to weigh rezoning, water plant upgrade and landfill contract at Nov. 18 meeting

Edinburg, TX – The Edinburg City Council on Tuesday, Nov. 18, will consider a full slate of items ranging from a neighborhood rezoning request and water plant rehabilitation to appointments on regional boards, according to the posted agenda. The meeting begins at 6 p.m. at City Hall, 415 W. University Drive.

City Manager’s report will highlight upcoming city events, including the 2025 UFO Conference and Festival. Council will present recognitions to H-E-B and the Edinburg Consolidated Independent School District for support of Edinburg Cares; issue a proclamation marking November 2025 as Children’s Grief Awareness Month at the request of the Children’s Bereavement Center RGV; and recognize Javen Hinojosa, an ImageFIRST HeroesFirst national contest winner.

A public comment period is scheduled with three-minute limits and no council response, per city policy.

During a public hearing, council will take up an ordinance to rezone 3817 Duberney Blvd. (All of Lot 13, Tierra Buena Subdivision No. 1) from Agriculture and Open Space to Residential, Primary, as requested by Gerardo and Estephanie Ordonez.

Council will also consider awarding Bid No. 2025-21 for Downtown Water Treatment Plant improvements—rehabilitation of existing Clarifier No. 1 (TWDB Project No. 62597)—to JMJ Constructors for an amount not to exceed $457,781.

Under contractual matters, the agenda calls for a renewal agreement with Hanson Professional Services, Inc., for FY 2026 semi-annual compliance monitoring and reporting at the Edinburg Regional Sanitary Landfill in the amount of $395,000, in line with the facility’s permit obligations.

Two resolutions are slated: casting the city’s votes for the Hidalgo County Appraisal District Board of Directors for 2026–2029, and appointing a designated member, alternate and proxy(ies) to the Rio Grande Valley Metropolitan Planning Organization Transportation Policy Committee.

Items on the consent agenda include: a merchant processing master service agreement with AdComp Systems (and ratification for Municipal Court) through a DIR contract; an amended MOU with the Rio Grande Valley Texas Anti-Gang Center for continued participation by the Edinburg Police Department; a job task order not to exceed $57,500 with ERO Architects for a Phase II facility needs assessment for the Police Department; purchase of the Mobile Outpost App with Polaris digital evidence management services from Utility, Inc., via a Sourcewell contract for $37,680; authorization to submit a FY 2026 grant application to the Office of the Governor for bullet-resistant components for law-enforcement vehicles; and disposition of approximately 102 cubic feet of non-vital city records under the city’s retention schedules.

An executive session is posted for consultation with the city attorney, discussion of city ordinances, and economic development matters. Any final action would be taken in open session.
