Edinburg CISD Board Reviews Enrollment, Mental Health, and Personnel Matters at Oct. 28 Meeting

Edinburg, TX – The Edinburg Consolidated Independent School District Board of Trustees met Tuesday, Oct. 28, 2025, to address a full agenda that included reports on student enrollment, public health, and key personnel decisions.
The meeting opened with routine items and proceeded into detailed discussions led by Superintendent Dr. Mario Salinas and various department heads.
During the Superintendent’s Report, Freddy Martinez presented an update on district enrollment, noting a total of 32,546 students as of Oct. 24, down 796 students from last year. Elementary campuses showed the strongest growth, with ten surpassing last year’s enrollment. Attendance rates have also improved districtwide, which Salinas attributed to stronger campus-level engagement efforts.
Following the enrollment update, Hidalgo County Health Authority Dr. Ivan Melendez briefed the board on local health trends. He praised ECISD for achieving a 95.7 percent vaccination rate—among the highest in the Valley—and highlighted the district’s 14 vaccine clinics held this year. Melendez commended ECISD health staff, particularly nurse coordinator Indiana Davila, for strong collaboration with the county health department.
Melendez also addressed pressing public health concerns, emphasizing mental health as the community’s most urgent issue. He cited rising rates of fentanyl use, depression, and limited access to care, urging districts to bolster school-based support systems and mental health awareness. “We are way past the point of awareness — we need action,” Melendez said, calling schools vital partners in early identification and prevention.
The board then moved to the consent agenda, approving items such as district and campus improvement plans, performance objectives, and technology service renewals. Trustees also confirmed the renewal of internet and phone services for UTRGV Collegiate High School, with the university and ECISD splitting costs evenly.
Under the action agenda, trustees approved multiple contracts, including:
- Renewal of Lightspeed internet content filters and Apple iPad management systems.
- Renewal of Cisco call manager licensing for 4,100 district phones.
- Purchase of technology supplies, such as student headphones with microphones, for use during online assessments and state exams.
- Approval of competitive bids for lever locks, cylinder supplies, and safety window film installation across campuses.
Board members held an extended discussion about key control and door security, emphasizing standardization and reduced issuance of duplicate or “special” keys. Trustees also required tighter oversight of hardware purchases and discussed penalties for vendor delays, adding a clause for liquidated damages to the safety film contract to ensure completion by December.
Following an executive session, the Edinburg CISD Board of Trustees took several personnel-related actions. Trustees approved the hiring of a new counselor for L.B. Johnson Elementary School and accepted the superintendent’s recommendations on district employment matters, including appointments, resignations, and retirements.
The board also voted to uphold the administration’s decisions in multiple personnel cases, including an employee grievance and three proposed terminations of at-will employees. Each recommendation was affirmed following consultation with legal counsel.
Before adjournment, the board observed a moment of silence for a 3-year-old Truman Elementary student who recently passed away.
The next regular board meeting is scheduled for the second Tuesday of November at the ECISD Administration Building.
