Edinburg TX – The Edinburg Consolidated Independent School District Board of Trustees will hold a budget workshop followed by a regular board meeting Tuesday, June 23, 2026, with trustees set to adopt the 2026-2027 budget and call for a November trustee election covering four of the board’s seven seats.
The workshop begins at 5:30 p.m. and the regular meeting follows at 6 p.m.
Budget Workshop
The workshop agenda includes a presentation from the Texas Association of School Boards on the district’s Fiscal Year 2026-2027 budget. No other items are listed for discussion at the workshop.
Trustee Election Called for November 3
During the regular meeting, the board will consider a resolution and order calling for a school board trustee election to be held Tuesday, Nov. 3, 2026. Four of the board’s seven seats are up for election, representing a majority of the board.
The seats up for election are:
- Place 1, currently held by member Dominga “Minga” Vela
- Place 2, currently held by Board Secretary Letty Flores
- Place 3, currently held by member Leticia “Letty” Garcia
- Place 5, currently held by Board President Javier Salinas
Recognition
The meeting will open with recognition of campuses earning Advanced Academics AP School Honor Roll status.
Superintendent’s Report
The superintendent’s report includes a Special Education overview required under Texas Education Code 29.0012, House Bill 2.
Consent Agenda
Routine consent agenda items include approval of minutes from the June 8, 2026, board workshop and special called meeting and the June 16, 2026, special called meeting; a state waiver application for low attendance on Jan. 27, 2026; and the Optional Flexible School Day Program application for submission to the Texas Education Agency for 2026-2027.
Additional consent items include a Robokind Central and Professional Learning annual site license renewal at a cost of $49,440; an Education Service Center Region 19 cooperative quote for electronic health records software from Professional Software for Nurses Inc. for the Health Services Department at a cost of $49,957.18; and a printing services quote for math and Algebra I spiraled practices for grades 6 through high school at a cost of $48,611.68.
Policy and Governance
The board will consider the first reading of revisions to local policy FFA covering student wellness and health services, and the second reading of revisions to board policy DEC local covering compensation and benefits, leaves and absences.
Finance
The board will consider Resolution 2026-14 authorizing the issuance of short-term maintenance tax notes, Series 2026, along with Resolution 2026-15 regarding continued wage payment for employees affected by district emergency closures due to inclement weather. The board will also consider approval of the tax collection service fee for 2026-2027 with Hidalgo County at a cost of $200,484.
Facilities and Construction
The board will consider several architecture and engineering rankings under Request for Qualifications 26-43, covering on-call civil engineering services, mechanical/electrical/plumbing engineering services, structural engineering services, and architectural services. Related items include negotiated MEP engineering fees for chiller replacements at Avila Elementary, costing $28,000, and Economedes High School, costing $59,500, both funded through construction funds.
The board will also consider Request for Qualifications 26-48 for external auditor ranking and authorization to negotiate a contract with the highest-ranked auditor, and Request for Formal Quotes 26-50 for the South Middle School gym floor replacement, with authorization to negotiate with the highest-ranking contractor.
Final completion items include the gymnasium additions and improvements at Guerra and Villarreal elementary schools at a cost of $1,574,915, and the Edinburg North High School drainage project at a cost of $741,629.40.
The board will also consider ratifying a BuyBoard cooperative quote for emergency replacement of a chiller motor at Edinburg High School at a cost of $95,141.25.
Contracts, Technology, and Partnerships
Other action items include a lease agreement between Edinburg CISD and UTRGV for continued use of the UTRGV Edinburg CISD Collegiate High School facilities; a memorandum of understanding with the Hidalgo County Head Start Program regarding the School Readiness Partnership Model at a cost of $775,635; an Education Service Center Region 19 cooperative quote for instructional materials from Everway Holdco LLC at a cost of $89,048.05; renewal of Edpuzzle online learning software licensing at a cost of $79,437.20; renewal of the Remind/ParentSquare communication software application at a cost of $89,900; and a Department of Information Resources quote for desktops and laptops for Migrant Education Program staff across multiple campuses at a cost of $77,439, funded through Title I.
The board will also consider RFP 23-98 for voluntary student and athletic insurance, a third contract renewal, at a cost of $604,700, and CSP 25-59 for trophies, plaques, ribbons, and medals, a first-year contract renewal, at a cost of $112,000.
Closed Session
The board will enter closed session to discuss personnel matters including employment for a librarian at Ramirez Elementary, a counselor at Zavala Elementary, an orientation and mobility specialist, a speech language pathologist, a dietitian, and a secondary language arts specialist. The board will also discuss the proposed termination of five at-will employees: Antonio Sanchez, Melissa Sanchez, Salvador Gomez, Maribel Treviño, and Daniel Rodriguez Calderon.
Closed session will also include discussion on applications for superintendent of schools and discussion on naming an acting superintendent. Action on all closed session items will occur in open session upon the board’s return.
