Edinburg Council Addresses Routine Matters at This Week’s Meeting

EDINBURG TX – The Edinburg City Council convened its regular meeting at 6:00 p.m. May 5, 2026, with all members present, opening with a prayer and the Pledge of Allegiance before proceeding through agenda items including proclamations, public comments, and procurement actions.

The meeting was posted April 29, 2026, at 8:30 p.m., in accordance with the Texas Open Meetings Act. No conflicts of interest were disclosed.

City Highlights

Officials announced upcoming city events, including a military enlistment recognition ceremony scheduled for May 13 at 6:00 p.m. at the ACE building.

Proclamations and Recognitions

The council recognized the Vaquero Winds program as the 2026 Texas Color Guard Circuit State Champions. The proclamation noted the program’s establishment in 2018 and its record of consecutive state championships from 2022 through 2026, along with national recognition at the WGI World Championships.

Representatives described the group as an indoor marching program featuring music, visuals, and storytelling performed in arena settings.

The council also proclaimed May 3–9, 2026, as National Correctional Officers Week, recognizing correctional personnel and the Edinburg Police Department’s detention division. Officials cited a 55.97% increase in bookings over four years and acknowledged the responsibilities and challenges faced by detention staff.

May 3–9, 2026, was also proclaimed National Small Business Week in Edinburg. The proclamation highlighted the role of small businesses in job creation and economic growth. Representatives from the Edinburg Chamber of Commerce thanked the council and recognized local business leaders and entrepreneurs.

Additionally, the council proclaimed May 4–8, 2026, as Economic Development Week, recognizing professionals involved in fostering growth and community development. Officials noted ongoing efforts to support business expansion and infrastructure development.

Public Comments

Three public comments were presented.

Arnold Noyola addressed a rezoning request near West Palm Drive, stating the process had been delayed for over a year. He described the proposal as “spot zoning” and cited concerns about traffic safety and consistency with surrounding residential use.

Fern McClary spoke about city finances, opposing increased taxes and bond sales. She referenced prior bond issuances, rising costs, and ongoing projects, and called for a public vote on proposed expenditures.

Ricardo Gomez discussed artificial intelligence, suggesting consideration of limits or regulations on its use, particularly in employment contexts.

Procurement and Council Actions

The council approved awarding RFP 2026-008 for a traffic signal project at FM 2812 and Jasmine Road to The Levy Company for an amount not to exceed $283,279.35.

The council also voted to reject RFP 2026-012 for a development impact fees nexus study. City staff indicated the intent to reissue the request with revised scope and phased components focusing on critical infrastructure.

The consent agenda items A through J were approved. The council entered an executive session but took no action after returning to open session.
