Edinburg City Council Agenda Includes Cybersecurity Funding, Public Safety Grants and Transportation Agreement

EDINBURG, Texas — The Edinburg City Council will consider multiple grant applications, technology purchases, transportation agreements and recognitions during its regular meeting scheduled for April 21, 2026, at Edinburg City Hall.
Recognitions Include National Champions and Library Week
Council members are scheduled to present proclamations recognizing the Edinburg North High School Golden Spurs Dance Team as 2026 National Grand Champions and declaring April 19–25, 2026 as National Library Week in the City of Edinburg.
The agenda also includes a certificate of recognition honoring Police Chief Jaime Ayala as recipient of the Mike Gentry Executive Leadership Award.
Technology and Cybersecurity Funding Consideration
Council will consider authorizing the purchase of 24 network switches and nine voice gateways through the Interlocal Purchasing System using Office of the Governor Fiscal Year 2026 State and Local Cybersecurity Grant Program funds totaling $280,420.
The proposed purchase is intended to support mitigation projects under Grant No. 5401001.
Public Safety Funding and Grant Applications
The agenda includes consideration of ammunition purchases through the BuyBoard cooperative contract in the amount of $54,795.18 for the Edinburg Police Department.
Council will also consider authorizing the city manager to submit a grant application to the U.S. Department of Justice under the Fiscal Year 2025 Edward Byrne Memorial Justice Assistance Grant Program.
Another grant application under consideration includes funding through the Hogg Foundation for Mental Health Fiscal Year 2027 Libraries Supporting Community Mental Health Grant Program.
Regional Planning and Transportation Agreement
City leaders are expected to consider a memorandum of understanding between the City of Edinburg, Hidalgo County and participating jurisdictions to collaborate on preparation of the FY 2028–2029 through FY 2032–2033 Consolidated Plan and Strategy, Annual Action Plan and Analysis of Impediments documents.
Council members will also consider an interlocal agreement between the City of Edinburg and the Lower Rio Grande Valley Development Council Valley Metro for the provision of public transportation services within the city.
Budget Transfer Review
The agenda includes consideration of a fiscal year 2025–2026 budget transfer for the general fund as part of routine financial operations.
Mayor’s Report Highlights Community Events
The mayor’s report includes upcoming city events including the 5th Annual Dirty Duathlon scheduled for April 25 at Doolittle Nature Park, Dia de los Niños, Dia de los Libros at the Dustin Michael Sekula Memorial Library on April 25, and the 2026 South Texas Junior Olympics scheduled May 1–3 at the Edinburg Parks and Recreation Center.
Executive Session Topics Include Personnel and Economic Development
The agenda allows for executive session consultation with the city attorney regarding personnel matters, real property deliberations and economic development negotiations as authorized under the Texas Open Meetings Act.
Any action resulting from executive session discussions will be taken in open session.
Public Comment Opportunity
Residents may address the City Council during the public comment portion of the meeting, with individual comments limited to three minutes.
