Edinburg City Council to Take Up Unified Development Code, Drag Strip Lease at Oct. 6 Meeting

Edinburg TX – The Edinburg City Council will consider adopting a sweeping update to the city’s Unified Development Code and awarding a lease for a drag strip operation at South Texas International Airport when it meets Tuesday, Oct. 6, 2026, at 6 p.m. at City Hall Council Chambers, 415 W. University Drive.
Unified Development Code
The council will consider an ordinance adopting proposed amendments to the city’s Unified Development Code. The item was submitted by Planning and Zoning Director Jaime Acevedo.
Drag Strip Lease
Trustees will consider awarding RFP No. 2026-015 for the lease and operation of the city’s drag strip at South Texas International Airport at Edinburg to CPR Motorsports Entertainment, LLC, the sole submittal. The council will also be asked to authorize the city manager to negotiate a professional services agreement. The item was submitted by Assistant City Manager Tomas D. Reyna.
Rezoning Requests
The council will hold two public hearings on rezoning requests. The first would rezone a 13.94-acre tract at 1032 E. Wisconsin Road from Residential, Suburban (RS) to Commercial, General (CG), as requested by Perez Consulting Engineering. The second would rezone a 1.434-acre tract at 2299 W. Owassa Road from Agriculture and Open Space (AO) to Commercial, General (CG), as requested by Bowman.
Transportation Grant
The council will hold a public hearing and consider a resolution authorizing the city manager to submit a grant application to the U.S. Department of Transportation under the Fiscal Year 2024-2026 Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation competitive grant program.
Police Compensation
The council will consider an ordinance amending the city’s civil service classification and compensation plan for police. The item was submitted by Human Resources and Civil Service Director Erica A. Balli.
Economic Development
The council will consider a budget amendment for the Edinburg Economic Development Corporation for fiscal year 2025-2026, submitted by EEDC Executive Director Raudel Garza.
Proclamations
The meeting will include proclamations recognizing Oct. 15, 2026, as White Cane Awareness Day, October 2026 as Filipino American History Month, and October 2026 as Breast Cancer Awareness Month.
Consent Agenda
Consent items include a $57,057 bid award to SLR Building Contractors, LLC for concrete work at De Zavala Park Fitness Court; purchase of universal nestable containers for solid waste management; a $40,000 amendment to an engineering services agreement for the Alberta Road Reconstruction Project; a water service agreement for Jabes Subdivision; a mutual aid agreement with the Lower Rio Grande Valley Development Council; renewal of the Cortex XDR antivirus system for $42,174; grant applications for the Texas State Library and Archives Commission Family Place Libraries program and the U.S. Department of Justice Edward Byrne Memorial Justice Assistance Grant program; and fiscal year 2025-2026 budget transfers across multiple city funds.
Other Business
The council will also consider canceling or rescheduling the Nov. 3, 2026, regular meeting to Nov. 4, 2026.
The council will convene in executive session to discuss legal matters, personnel matters, real property, and economic development negotiations, including a matter listed as Project 25.
