Edinburg TX – The Edinburg City Council will hold its regular meeting Tuesday, June 2, 2026, beginning at 6 p.m. at City Hall Council Chambers, 415 W. University Drive.

City Highlights

The council will open with a recap of upcoming community events, including “Sparky’s School is Out Bash” on Thursday, June 4, at 6 p.m. at Promenade Park Amphitheater; Movies with a Cop on Fridays, June 5, June 19, and July 10 at 8 p.m. at Edinburg Municipal Park, 714 S. Raul Longoria Road; a Juneteenth Commemorative Ceremony and Festival on Friday, June 12, at 5 p.m. at City Hall Courtyard; and the 6th Annual Juneteenth Perfecting Unity Celebration on Saturday, June 13, at 6 p.m. at the Edinburg Arts, Culture and Events Center, 315 W. McIntyre St.

Edinburg Police Department Annual Report

Police Chief Jaime Ayala will present the 2025 Edinburg Police Department Annual Report to the council. The report provides the department’s significant accomplishments, initiatives, and crime statistics over
the course of the year. The reporting period spans from January 1, 2025, to December 31, 2025.

Public Hearings

The council will hold four individual public hearings on planning and zoning matters:

Two separate requests, both submitted by Melden & Hunt Inc. on behalf of different applicants, seek to convert commercial land to residential use. The first involves 2.397 acres at 409 W. Trenton Road, requesting a comprehensive plan amendment from general commercial to auto-urban uses and a rezoning from commercial general to residential urban and townhome district. The second involves a 9.54-acre tract at 3008 N. Business Highway 281, submitted on behalf of SAMES, seeking the same type of conversion from commercial general to residential urban and townhome district.

A third public hearing will consider a rezoning at 1005 E. Alberta Road from residential primary to commercial general district, as requested by Mario Serna.

A fourth public hearing will consider a special use permit for on-premise consumption of alcoholic beverages at 310 W. McIntyre St., requested by Jace Hughes on behalf of JM Mejia Properties LLC.

Three additional routine public hearings will be considered together under a single motion. These include a public hearing on the proposed Community Development Block Grant Fiscal Year 2026-2027 Annual Action Plan; a rezoning request at 900 N. Business Highway 281 from residential multifamily to commercial general district, submitted by Melden & Hunt Inc.; and a rezoning request at 2825 E. Monte Cristo Road from residential primary to commercial neighborhood district, requested by Juan Fonseca.

Ordinances

The council will consider two temporary special use permit ordinances. The first is for the Feast of Corpus Christi Procession at Sacred Heart Catholic Church, 216 N. 16th St., on Sunday, June 7. The second is for the World Elder Abuse Awareness Parade on Wednesday, June 10, beginning and ending at Bert Ogden Arena, 4900 South I-69 C, requested by Daniel Gonzalez, Victims Unit Director for the Hidalgo County Criminal District Attorney’s Office.

Variances

The council will consider five variance requests, all involving development standards under the city’s Unified Development Code:

  • A sanitary sewer variance for the proposed Spacieux Storages Subdivision at 4909 W. S.H. 107, requested by Melden & Hunt Inc. on behalf of Spacieux Properties LLC
  • Street cross section, right-of-way width, and sidewalk variances for Morning Star Gardens Subdivision at 3420 S. Business Highway 281, requested by Melden & Hunt Inc. on behalf of Shalom Media USA Inc.
  • A required lot frontage variance for the replat of Lot 1, Tru Subdivision, at 409 W. Trenton Road, requested by Melden & Hunt Inc.
  • Subdivision standards and sanitary sewer variances for four tracts of land at 1008 Monte Cristo Heights Road, requested by Erica D. Nava on behalf of RGValley Properties LLC
  • A required lot frontage variance for the proposed Montemayor Estates at 3220 W. Chapin Road, requested by Quintanilla, Headley and Associates Inc.

Consent Agenda

Routine consent agenda items include authorization for the city manager to enter into a counter-part agreement with North Alamo Water Supply Corporation to provide water service to Wisconsin Heights Subdivision; a resolution authorizing the city to intervene in AEP Texas Inc.’s application to amend its Rider Mobile Temporary Emergency Electric Energy Facilities; approval of fiscal year 2025-2026 budget transfers for the general fund, South Texas International Airport at Edinburg fund, and solid waste management fund; and authorization to dispose of approximately 25 cubic feet of non-vital city records in accordance with the Texas State Library and Archives Commission retention schedules.

Golf Course Management Contract

One of the more significant consent agenda items is the proposed award of RFP No. 2026-010 for golf course management and operations services for Los Lagos Golf Course and Ebony Hills Golf Course to Troon Golf Inc., with authorization for the city manager or designee to negotiate an agreement. The item was brought forward by Assistant City Manager Tomas D. Reyna.

Executive Session

The council may enter executive session to consult with the city attorney on legal matters, discuss personnel matters, and consider possible action on two real property items — one identified as Project 1718 involving possible conveyance, exchange, or lease of real property, and a second involving property at 1101 N. Doolittle Road. Any action taken on executive session items would occur in open session upon the council’s return.
