Edinburg council to review city manager contract in closed session, consider rezonings and infrastructure bids

Edinburg, TX – The Edinburg City Council is scheduled to discuss the employment contract of City Manager Myra L. Ayala during executive session as part of its regular meeting set for April 7 at City Hall.

Executive session item

The agenda includes discussion of the duties, responsibilities and remuneration related to the city manager’s employment contract. The item is listed under personnel matters and consultation with the city attorney in accordance with the Texas Open Meetings Act.

The executive session agenda also includes consultation with the city attorney on contracts, economic development matters, real property considerations related to a workforce resource center, and other personnel matters. Any action would be taken in open session.

Public hearings

Council members will consider multiple public hearings involving amendments to the city’s comprehensive plan and zoning changes affecting residential, commercial and industrial designations across several properties.

Requests include proposed multifamily residential development near South McColl Road, commercial zoning along Interstate 69C, industrial zoning on West Palm Drive, and urban residential classifications at Dawson Drive and other locations.

Routine public hearing items include additional zoning changes impacting properties on West Mahl Street, East Monte Cristo Road, North Business Highway 281, Terrica Lane and State Highway 107.

Bid awards and projects

The council is expected to consider awarding Bid No. 2026-03 for Lift Station No. 19 force main realignment and sanitary sewer improvements funded through the U.S. Department of Housing and Urban Development Community Project Funding Program.

Another bid under consideration involves construction of Unit 7, Cell 1A at the Edinburg Regional Disposal Facility.

Consent agenda items include agreements for waterline access to support fire protection services in developing subdivisions, repairs to an elevated water storage tank, and purchases of police equipment and dispatch workstations.

Economic development

Council members will review proposed budget amendments for the Edinburg Economic Development Corporation for fiscal year 2025-2026.

Mayor’s report and recognitions

The meeting agenda includes announcements of upcoming community events such as the Dirty Duathlon, Cool City Celebration, Culture Fest and the State of the City Address.

Proclamations are scheduled recognizing National Cancer Control Month, National Public Safety Telecommunications Week and the Harvest Christian Academy Lady Eagles varsity basketball team.

The meeting is scheduled to begin at 6 p.m. at Edinburg City Hall, 415 W. University Drive.
