Precinct 4, Casanovas Foundation launch $1,000 scholarship program for women

Edinburg, TX – Hidalgo County Precinct 4 Commissioner Ellie Torres is partnering with the Casanovas Foundation to offer a new series of $1,000 scholarships aimed at helping women build leadership skills, financial independence and long-term stability.
The Heart Mind Money scholarships will be available to eligible women living in Hidalgo County and will underwrite participation in a yearlong coaching and personal development program operated by the Heart Mind Money Foundation, a faith-based initiative connected to Latina Empire.
Precinct 4 officials said the effort is designed to complement classes already offered at the precinct’s Community Resource Center, where residents can learn job skills, explore creative projects and develop small-business ideas. The scholarship program adds a structured coaching component focused on mindset, confidence and financial planning.
Each $1,000 scholarship covers a one-year membership in the Heart Mind Money Club, which includes:
- Bi-weekly virtual coaching and community sessions.
- Weekly online classes offered in English on Mondays at 7 p.m. and in Spanish on Mondays at 6 p.m.
- Journaling exercises, guided reflections and group discussions.
- Access to six local Mannahood events per year to help participants stay connected to a support network.
Scholars who complete club requirements will be eligible to advance into additional Latina Empire programs, including Liberation with Clarity and Empire Blueprint, which provide deeper training in leadership, goal-setting and financial strategy.
Participants who attend at least two of four monthly coaching sessions will also be entered into quarterly makeover giveaways. Each makeover package includes a professional makeover, photoshoot, brand and confidence coaching, and spotlight features on Latina Empire storytelling platforms highlighting participants’ progress.
To qualify, applicants must be at least 18 years old, live in Hidalgo County and have a household income of $60,000 or less, or an individual income of $60,000 or less. Recipients must commit to consistent participation in online sessions and activities and agree to attend an in-person session on Dec. 21.
Torres said the partnership is intended to open more pathways for women to gain skills that translate into better opportunities for their families.
At the Casanovas Foundation, founder Perla Tamez Casanovas said the collaboration will help reach women who are ready to make changes but lack access to structured support and mentorship.
