City of Elsa to Break Ground on New Delta Community Center

Edinburg, TX – The City of Elsa is set to break ground on the new City of Elsa Community Center, a multi-purpose facility designed to serve residents of the Delta region — including Elsa, Edcouch, La Villa, and Monte Alto.
The new center will be located at Mario Leal Park on Hidalgo Street in Edcouch and will provide a wide range of community resources and services. Plans for the facility include computer labs, meeting rooms, and flexible program spaces to support education, civic engagement, and community development initiatives.
Beyond its everyday uses, the Community Center will also serve a critical role in emergency preparedness, functioning as a cooling and warming shelter during periods of extreme weather to provide residents with a safe, reliable refuge.
“This groundbreaking marks an important milestone in the City of Elsa’s ongoing commitment to enhancing the quality of life for our residents and neighbors throughout the Delta region,” said JJ Ybarra, Elsa City Manager. “The Community Center will be a place where individuals of all ages can learn, collaborate, and find support—especially during critical times. It represents a long-term investment in the resilience and well-being of our community.”
The project is part of Elsa’s broader effort to strengthen regional collaboration and deliver essential services to surrounding communities. By combining educational, civic, and emergency functions under one roof, the new center aims to become a cornerstone for growth, learning, and community connection.
Construction will begin immediately following the groundbreaking ceremony, with completion expected in 2026. The City of Elsa invites community members, local leaders, and regional partners to attend the ceremony and celebrate the start of this major development.
