Edinburg, TX – Hidalgo County Precinct 4 officials joined the Hidalgo County Urban County Program on Friday to mark the completion of a newly reconstructed home for an Edinburg resident through the HOME Owner-Occupied Rehabilitation Program.
The home was rebuilt after the demolition of a substandard structure and is intended to provide safe, sanitary and affordable housing for the homeowner and family, county officials said.
Precinct 4 Commissioner Ellie Torres said the project reflects the county’s broader efforts to improve housing conditions for residents.
“This is exactly what public service is about — restoring dignity, safety, and stability for families who have waited patiently for an opportunity like this,” Torres said, adding that the project was made possible through collaboration with the Urban County Program and its partners.
Program timeline and assistance
According to county officials, the family applied for assistance through the Urban County Program in August 2023. The project was later approved under the HOME Owner-Occupied Rehabilitation Loan Program on Sept. 23, 2025. The family requested anonymity.
Irene Montoya, program coordinator II for the Urban County Program, said the home represents a significant milestone for the family after a lengthy wait.
“This house means safety, comfort, and a better future for her children,” Montoya said, noting the family expressed gratitude to those involved in the project.
Housing program goals
The HOME Owner-Occupied Rehabilitation Program provides rehabilitation and reconstruction assistance to eligible low- and moderate-income homeowners. County officials said the program is designed to address substandard housing conditions while preserving the county’s housing stock through partnerships with homeowners and contractors.
Joel Rivera, director of the Urban County Program, said the project highlights the impact of sustained investment in housing initiatives.
“Our goal is to ensure families have access to decent, safe, and affordable housing,” Rivera said.
