Edinburg TX – Hidalgo County Precinct 4 Commissioner Ellie Torres and representatives from the North Alamo Water Supply Corporation, Hidalgo County Drainage District No. 1, Hidalgo County Urban County, and community leaders celebrated the groundbreaking of the D.T. Villarreal Subdivision Colonia Fund Construction Project, marking a step toward addressing long-standing infrastructure needs in the community.

The project is supported by a $1 million construction grant through the Texas Department of Agriculture Colonia Fund Community Development Block Grant. The investment will fund a new lift station, street and drainage improvements, and the potential addition of street lighting through the Hidalgo County Unincorporated Subdivision Street Lights Program.

“Today represents more than a groundbreaking,” Torres said. “It represents progress, partnership, and our shared commitment to improving the quality of life for the families who call this community home. This $1 million investment will help address important infrastructure needs and provide a stronger foundation for the future.”

The project is a collaborative effort between Hidalgo County Precinct 4, North Alamo Water Supply Corporation, and Hidalgo County Drainage District No. 1.

Torres said infrastructure improvements go beyond roads and pipes. “It is about providing reliable wastewater infrastructure, improving access and roadway conditions, addressing drainage concerns, and working toward safer, more functional neighborhoods,” she said. “For residents, these improvements can mean greater peace of mind, better accessibility, and a stronger foundation for the future.”

Torres added that the project represents an investment that goes beyond physical infrastructure. “It is an investment in people, in public health and safety, and in the future of our community,” she said.
