Edinburg City Council Approves Troon Golf Management Contract, Honors Student Athlete and Veterans at Aug. 5 Meeting

Edinburg TX – The Edinburg City Council held its regular meeting Wednesday, Aug. 5, 2026, approving a golf course management contract with Troon Golf Inc., advancing a Bird City Texas designation application, and honoring a local student athlete and area veterans.
Proclamations
The council presented a proclamation recognizing Aug. 7, 2026, as Purple Heart Day in the City of Edinburg, honoring local veterans in attendance.
The council also recognized Kaytlen Moreno as the first female student athlete from Edinburg to receive a full collegiate scholarship to play women’s flag football, having signed with Texas A&M University-Commerce. Mayor Omar Ochoa offered personal remarks to Moreno.
“You have made Edinburg so proud,” Ochoa said. “Not just because you are the first, but because of how hard you worked to get here. You are showing every young girl in this city that there are no limits to what they can achieve.”
Public Comments
Roberto Cuellar addressed the council for the second consecutive meeting regarding the city’s racetrack RFP, urging the council to revisit lease terms he described as too restrictive to attract viable operators.
A second speaker praised the council for the upcoming Workforce Resource Center groundbreaking and the announcement of Las Almas Food Hall in downtown Edinburg, calling both projects examples of meaningful economic development.
Golf Course Management Contract
The council approved an agreement with Troon Golf Inc. for management and operations services at both Los Lagos Golf Club and Ebony Hills Golf Course under RFP No. 2026-010.
Staff presented the item and answered questions from council members regarding the transition timeline, employee retention, and performance benchmarks built into the contract. Staff confirmed that Troon Golf would interview all current golf course employees as part of the transition process and that the contract includes performance benchmarks the firm must meet.
Mayor Ochoa said the partnership represents a significant step for the city’s golf operations.
“We want to make sure that our golf courses are run at the highest level possible,” Ochoa said. “Troon is a world-class organization, and this is an investment in the quality of experience we provide to our residents and visitors.”
Bird City Texas Designation
The council approved a resolution authorizing the city manager to submit an application to Audubon Texas and the Texas Parks and Wildlife Department for designation of Edinburg as a Bird City Texas community. The item passed as part of the consent agenda.
Unified Development Code Public Hearing
The council set a joint public hearing with the Planning and Zoning Commission on the city’s Unified Development Code for September 2026.
Consent Agenda
The council approved all remaining consent agenda items, including purchase and installation of two Uninterruptible Power Supply battery backup units for the new Fire and Police Department radio system from Motorola Solutions Inc. in the amount of $112,611.90, award of Bid No. 2026-13 for City Wide Pavement Markings to Pavement Markings Inc., renewal of Adobe product licenses in the amount of $49,330.78, approval of the quarterly investment report for the period ending June 30, 2026, and authorization to dispose of non-vital city records.
Executive Session
The council entered executive session to discuss personnel matters, real property, economic development matters, and pending litigation. Upon returning to open session, the council authorized the city manager and city attorney to proceed as directed in the Rodolfo Campos litigation matter.
