EDINBURG TX – The Edinburg Consolidated Independent School District Board of Trustees will hold two meetings on Tuesday, May 12, 2026 — a budget workshop at 5:30 p.m. followed by a regular board meeting at 6:15 p.m.

Budget Workshop — 5:30 p.m.

The board will convene a workshop to discuss the fiscal year 2026–2027 budget, covering preliminary property values, special populations and departments as part two of an ongoing review, and a compensation overview.

Regular Board Meeting — 6:15 p.m.

Consent Agenda

The board will consider routine items including approval of minutes from the April 28, 2026, board workshop and regular meeting; approval of a state waiver application for low attendance on May 1, 2026, of the 2025–2026 school year; and approval to renew Frontline-Hayes TipWeb software for asset management for district-wide departments and campus access at a cost of $46,833.55 from local maintenance funds.

Action Agenda

The board will consider approval of an ECISD Print Shop quote for student and teacher packets for Sharon Wells and Pearlized Math for the 2026–2027 school year for all elementary campuses at a cost of $385,000 from local maintenance funds.

The board will consider approval of a Memorandum of Understanding regarding the Hidalgo County Juvenile Justice Alternative Education Program for the 2026–2027 school year at a cost of $80,000 from local maintenance funds.

District-wide additions and replacements of Xerox copiers through the Omnia Partners/Region 4 Education Service Center Purchasing Cooperative will be considered at a cost of $175,571.64 from local, state, and federal funds.

The board will hold a discussion on a request for qualifications for a property and casualty insurance broker and/or a request for proposals for property and casualty insurance.

Renewal of the Palo Alto Next Generation Firewall Appliance will be considered at a cost of $86,226.05 from local maintenance funds.

The board will consider renewal of site licensing for district-wide Microsoft 365 Education and Security Suites for all student and staff access at a cost of $494,950 from local maintenance funds.

The board will consider declaring inventory items as surplus and approving an auction for the sale of those surplus items.

Renewal of voluntary student and athletic insurance under RFP 23-98 will be considered as a third contract renewal at a cost of $604,700 from athletics funds.

The board will consider approval of RFP 24-70 for instructional materials, site licenses, professional development, and other related products and services as a first and final contract renewal at a cost of $3,000,000 from local, state, and federal funds.

Closed Session

The board will convene in closed session to address matters including consultation with the school attorney on items exempted under attorney-client privilege, an update on pending litigation, deliberation regarding real property, and security devices or security audits.

Personnel matters to be discussed in closed session include employment of a counselor for the Juvenile Detention Center, a curriculum assistant for Travis Elementary School, and an assistant director for child nutrition. The board will also discuss superintendent’s recommendations on approval of contracts for the 2026–2027 school year covering term contract certified administrators, term contract teachers, term contract other non-teaching professionals, probationary contract certified administrators, probationary contract teachers, probationary contract other non-teaching professionals, and non-Chapter 21 contract employees.

The board will discuss the possible termination of seven Chapter 21 probationary contracts and the possible employment of six individuals on probationary contracts for a final fourth year under Texas Education Code 21.102(c). The board will also discuss the proposed nonrenewal of 10 Chapter 21 term contracts and will conduct a Level III employee grievance hearing for Jose Guadalupe Valadez.

Open Session — Action on Closed Session Items

Following closed session, the board will take possible action on all personnel items discussed, including employment recommendations, contract approvals, probationary terminations, fourth-year probationary contracts, nonrenewals, and the Level III grievance hearing for Jose Guadalupe Valadez.
