Edinburg Council to receive annual racial profiling report at Thursday, Mar. 5 meeting

Edinburg, TX – The Edinburg City Council will receive the Edinburg Police Department’s 2025 Annual Report for Officer Initiated Contact Data during a special meeting scheduled for 6 p.m. March 5 at City Hall, 415 W. University Drive. The meeting was moved from its normal first Tuesday of the month slot to Thursday.
The Annual Report for Officer Initiated Contact Data is required under the Texas Racial Profiling Law, Senate Bill 1074, and covers the reporting period from Jan. 1, 2025, through Dec. 31, 2025. According to the agenda summary, the Police Department recorded 29,101 officer-initiated traffic stops during that time and reported compliance with all statutory requirements.
Report summary
The law requires municipalities to collect and report data on traffic and pedestrian stops to identify and respond to potential racial profiling concerns. The report must be made available to the municipality’s governing body and the Texas Commission on Law Enforcement.
The agenda summary states the department maintains a policy prohibiting racial profiling, defines acts that constitute racial profiling and implements disciplinary guidelines for violations. The department also collects data on race and ethnicity, searches conducted, type of search and whether an arrest occurred, and conducts quarterly audits to ensure data validity and reliability.
No City Council action is required on the submission of the report.
Proclamations
During the meeting, the Edinburg City Council is scheduled to present three proclamations recognizing city employees and a local youth sports team.
The council will recognize Juan Jose Flores, systems manager for the Utilities/Systems Department, for 35 years of service to the City of Edinburg. Joel Pulido, a Police Officer 3 with the Edinburg Police Department, will be recognized for 28 years of service to the city.
In addition, the council will present a proclamation honoring the RGV Flames 11U Black Team for winning first place at the 7th Annual Capelli 210 Countdown Classic Tournament in San Antonio.
Ordinances and permits
Council members are also scheduled to consider several temporary special use permits for upcoming events. Proposed events include the 57th Annual Fiesta Edinburg at Bert Ogden Arena from March 5 through March 8 and the 4th Annual Eddy’s Safari Run 5K and 2K on March 7.
Additional permit requests include the Saint Joseph’s Patronal Feast and Procession on March 15 and March 19 at Capilla San Jose Catholic Church and the 11th Annual Team Mario Superheroes 5K for Autism Awareness and Buddy Fun Walk on April 11 at Edinburg Municipal Park.
The council will also consider an ordinance for the voluntary annexation of a 0.918-acre parcel located at 1099 E. FM 2812.
Economic development and other business
Under economic development, the council will consider approval of the Edinburg Economic Development Corporation Board of Directors’ sponsorship of the Fiesta Edinburg Music Festival in the amount of $20,000, as requested by the Edinburg Chamber of Commerce.
The consent agenda includes items related to amendments to the city’s administrative code, renewal of agreements for generator maintenance and 9-1-1 services, and multiple grant application resolutions. The meeting will also include reports from the mayor and city manager, proclamations recognizing city employees for years of service and a public comment period.
