Edinburg council to review employee health plan performance, EMS contract and legislative consulting extension during next Thursday’s meeting

Edinburg, TX – The Edinburg City Council will consider action on employee health benefits, emergency medical services and a legislative consulting agreement during its regular meeting scheduled for 6 p.m. Feb. 19 at City Hall, 415 W. University Drive. This is a change from their normal second Tuesday date, which was moved to Thursday of next week during the previous meeting.
Medical and prescription plan update
Council members will receive a first-quarter performance update on the city’s medical and prescription drug plan following its transition to self-insurance. Valley Risk Consultants is expected to present a review of claims activity, utilization trends and financial performance, along with recommendations for ongoing management and possible participation in a personal importation program for prescription drugs.
According to revenue and cost data prepared for the council, total plan exposure for October through December 2025 was $2,315,895.10, compared with total contributions of $2,401,507.56 . The report also notes that four claimants accounted for 20% of total claim costs during the period and identifies 12 drugs that could be available through a personal importation program with estimated savings between 45% and 65% of the average ingredient cost .
Staff will recommend soliciting requests for proposals for a personal importation program .
Emergency medical services contract
The council is also set to consider awarding Request for Proposals No. 2026-006 for emergency medical services with mobile intensive care units to MedCare EMS Inc., identified as the highest-ranking proposal.
The city received two proposals in response to the solicitation, which closed Jan. 6 . Both respondents met the requirements outlined in the request, and MedCare EMS Inc. was selected based on established evaluation criteria including provider performance, service capabilities and cost .
The proposed agreement would provide emergency medical services within the city limits for a five-year term, with the option for a one-year extension at the city’s discretion. Funding would come from the city’s General Fund under the City Manager’s budget .
Legislative consulting services
Under the consent agenda, the council will consider extending its professional services agreement with Pathfinder Public Affairs for legislative consulting services .
The proposed amendment would extend the agreement through Nov. 15, 2027. Services include monitoring and analyzing state legislation and agency issues, attending legislative hearings, preparing summaries and reports, and advising the city on potential legislative impacts .
Recognitions and other business
The agenda also includes proclamations recognizing the Edinburg Youth Cheer Team as 2026 NCA High School National Champions in the 12Y Division, designating February 2026 as American Heart Month and recognizing Feb. 22-28 as Engineers Week.
Additional items include ordinances related to the city’s classification and compensation plan for non-civil service employees and the authorized strength of firefighter classifications, a variance request for property at 513 S. Fourth Ave., and several bid awards and resolutions under the consent agenda.
The meeting will begin with a call to order, prayer and pledge of allegiance, followed by public comments. The council may also convene in executive session in accordance with the Texas Open Meetings Act to consult with the city attorney, deliberate regarding real property and discuss economic development matters.
