The Edinburg City Council will meet Tuesday, Jan. 20, to consider a wide-ranging agenda that includes public hearings, ordinance amendments, board appointments and economic development discussions.

The meeting is scheduled to begin at 6 p.m. at Edinburg City Hall, located at 415 W. University Drive.

Reports, proclamations and public input

The meeting will open with reports from Mayor Ramiro Garza Jr. and City Manager Myra Ayala, including updates on upcoming city events such as the All-America City David Chavana 10K Run/Walk, Fun Run and Miracle Mile.

Council members will also recognize January 2026 as Edinburg Consolidated Independent School District Board of Trustees Month through a formal proclamation.

Residents will have an opportunity to address the council during the public comments portion of the meeting. Comments are limited to three minutes per speaker and must be submitted using a public comment form prior to the start of the meeting.

Public hearings and development matters

Among the public hearings scheduled is consideration of a resolution authorizing the city manager to submit a grant application to the Texas Parks & Wildlife Department under the Fiscal Year 2026 Recreational Trails Grant Program. The grant would support the Veterans Detention Pond Trail Project, which is intended to expand recreational trail infrastructure in the city.

The council will also hear requests related to a sign variance on Nadia Lane and a special use permit for late-hours, on-premise alcohol consumption at a business located on East University Drive.

Downtown district committee ordinance

One of the key ordinance items on the agenda involves a proposed amendment to the city’s Code of Ordinances related to the Downtown District Steering Committee. The committee was created by ordinance in February 2024 and is structured as a seven-member advisory body tasked with providing guidance on downtown initiatives. The proposed amendment would require that one of the seven committee members be appointed by the University of Texas Rio Grande Valley Student Government Association.

City staff say the change is intended to formally incorporate student representation into downtown planning discussions, recognizing the university’s proximity to the downtown area and the role students play in economic activity, housing and cultural events within the district.

Airport advisory board appointment

The council is also scheduled to consider an appointment to the Airport Advisory Board of the South Texas International Airport of Edinburg.

The advisory board is responsible for formulating and submitting plans and recommendations to the City Council regarding the use, operation and development of the municipal airport. The appointment would fill one open seat currently held by Roland Gomez.

City staff identified two applicants for the position: Scott Fuller and Diane Teter. The council will select one candidate to serve on the board.

Consent agenda and executive session

The consent agenda includes items such as approval of interlocal agreements for law enforcement cooperation, the purchase of police radios using grant funds, technology service renewals, an investment report, trail construction bid approval, and approval of prior council meeting minutes.

The council may also convene in executive session to consult with the city attorney on legal matters, discuss real property transactions, and consider several economic development projects, including the Ebony Hills Development Project and other initiatives identified as Project Happy Gilmore, Project Komida and Project Chair.

Any final action resulting from executive session discussions would be taken in open session before adjournment.
