RGV prosecutors unite for ‘No Refusal’ DWI campaign through New Year

Edinburg, TX – The Rio Grande Valley District Attorney Coalition will launch its 2025 Holiday Season “No Refusal” DWI Enforcement Campaign, running from Nov. 27, 2025, through Jan. 2, 2026. The campaign, announced by District Attorneys Toribio “Terry” Palacios of Hidalgo County, Luis V. Saenz of Cameron County, Gocha Allen Ramirez of Starr County, and Annette C. Hinojosa of Willacy County, brings together prosecutors, law enforcement, judges, EMS and crime labs across the Valley.

A press conference to kick off the effort is scheduled for Tuesday, Nov. 25, at 10 a.m. at the 1500 block of East Mile 17½ Road in Edinburg. The “No Refusal” initiative authorizes on-call magistrates to issue blood search warrants for DWI suspects who refuse breath tests, helping ensure evidence is collected and offenders are held accountable.

“The holiday season should be a time of celebration, not tragedy,” the coalition said in a joint statement. “Our ‘No Refusal’ Campaign is designed to deter impaired driving and save lives. We ask our community to plan ahead, designate a sober driver, and help us keep every family safe this season.”
