New Texas Law Bans Personal Devices During School Hours Starting 2025-2026

EDINBURG TX – Beginning with the 2025–2026 academic year, Edinburg CISD will enforce Texas House Bill 1481, which prohibits the use of personal communication devices during instructional hours.

Under the new law, students may not use cell phones, smartwatches, tablets, headphones, or similar devices from the first bell to the last—including during lunch, recess, and transitions. Devices must remain powered off and stored out of sight, such as in backpacks. The policy applies to all campus areas, including classrooms, cafeterias, hallways, libraries, and restrooms.

Consequences for Violations:

  • First Violation: Device will be confiscated. The student may retrieve it at the end of the day with a $15 fine.
  • Second Violation: Device will be confiscated, and a $15 fine will be required. A parent or guardian meeting will also be required.
  • Continued Noncompliance: Will be treated as insubordination and result in one day of In-School Suspension (ISS).

Disciplinary actions will follow the ECISD Student Code of Conduct and will be progressive in nature.

Parents who need to contact their children during the school day are encouraged to call the school’s front office. Students may also use school phones to reach their parents when needed.
