Edinburg City Council to Consider Awarding $6.2M Downtown Parking Garage Project Tonight

Staff Report
Edinburg, TX — The Edinburg City Council is set to review and potentially approve a $6.2 million downtown parking garage project at its meeting tonight. The project, aimed at improving accessibility and efficiency in the city’s core, would be located at 201 N. Closner Blvd, just north of the new Hidalgo County Courthouse.
City staff has recommended awarding the contract to Broaddus Construction, the highest-ranked firm following a competitive selection process. Five firms submitted proposals, and a ranking committee consisting of city officials and project consultants evaluated each bid. If approved, city officials will begin negotiations with Broaddus Construction to finalize the contract while ensuring the project remains within budget.
The planned facility will replace an existing surface lot at the intersection of W. McIntyre, N. Closner, and W. Kuhn streets. The design-build project aims to enhance visitor access, streamline operations, and incorporate durable, cost-effective materials for long-term maintenance.
According to the proposed timeline, design work would begin on March 31, 2025, with construction starting on October 1, 2025. Completion is estimated for October 15, 2026. The project is funded through the 2021A Bond Series.
City staff has recommended that the council authorize the city manager to negotiate and enter into an agreement not to exceed $6.2 million. The final Guaranteed Maximum Price (GMP) will be reviewed at key design milestones to ensure cost control.
If approved, this project will mark a significant investment in downtown infrastructure, supporting growth and development in Edinburg’s city center.
