Governor Appoints Edinburg Business Owner Lozano to Lead Hidalgo County Regional Mobility Authority

AUSTIN — Governor Greg Abbott has appointed Robert L. Lozano as the presiding officer of the Hidalgo County Regional Mobility Authority (HCRMA), with his term running until February 1, 2026. The HCRMA is tasked with developing and overseeing transportation infrastructure projects in the region, playing a critical role in enhancing mobility and facilitating economic growth in Hidalgo County.
Lozano, a resident of Edinburg, is the owner and chairman of F&P Brands and operates Dairy Queen and Schlotzsky’s franchises in South Texas. He also serves as chairman of the Greater State Bank. His extensive leadership experience includes former roles with the Federal Reserve Bank of Dallas San Antonio Branch, McAllen Economic Development Corporation, and several banking institutions. Lozano has also led the Pharr and McAllen Chambers of Commerce, among other regional organizations.
In addition to his business and civic contributions, Lozano co-founded the Lozano Family Foundation and is a founding member of Good Samaritan Community Services. He holds a Bachelor of Business Administration from Texas State University.
