EDINBURG TX – The Edinburg City Council will hold its regular meeting Tuesday, May 5, 2026, at 6:00 p.m. in the Council Chambers at City Hall, 415 West University Dr.

The meeting will open with a prayer, the Pledge of Allegiance, certification of public notice, and disclosure of conflicts of interest. Public comments will be accepted, with speakers limited to three minutes. The council will not respond to public comments. Residents wishing to speak must complete a Public Comments Form, available outside the council chambers, and submit it to the city secretary before the meeting begins.

Upcoming city events include the 9th Annual Matices on Friday and Saturday, May 8–9, 2026, at the Edinburg Arts, Culture and Events Center, 315 W. McIntyre St.; Mommy and Me on Saturday, May 9, 2026, at 9:00 a.m. at the Edinburg World Birding Center, 714 S. Raul Longoria Rd.; a Joint Hurricane Preparedness Press Conference on Tuesday, May 12, 2026, at 10:00 a.m. at City Hall Council Chambers; and a Military Enlistment Recognition Ceremony on Wednesday, May 13, 2026, at 6:00 p.m. at the ACE Center.

Proclamations

The council will present proclamations recognizing the Vaquero Winds as the 2026 Texas Color Guard Circuit State Champions; National Correctional Officers Week, May 3–9, 2026, as requested by the Edinburg Police Department; National Small Business Week, May 3–9, 2026, as requested by the Edinburg Chamber of Commerce; and Economic Development Week, May 4–8, 2026, as requested by the Edinburg Economic Development Corporation.

Awarding of Bids

The council will consider awarding RFP No. 2026-008 for a traffic signal at FM 2812 and Jasman Rd. to The Levy Company Inc. for an amount not to exceed $283,279.35 and authorizing the city manager to enter into a professional services agreement. The council will also consider rejecting RFP No. 2026-012 for a Development Impact Fee Nexus Study.

Consent Agenda

Routine items on the consent agenda include:

— Authorization of the purchase and installation of a Lynx Smart Satellite Irrigation System from Professional Turf Products, L.P., through BuyBoard Contract No. 706-23, for an amount not to exceed $174,484.68.

— Authorization of expenditures for equipment repairs totaling $140,644.55, covering Unit 1142, an A25G Articulated Hauler, at $36,912.77; Unit 1157, an 826H Compactor, at $38,122.88; and Unit 1144, a 410E Articulated Dump Truck, at $65,608.90.

— Authorization for the city manager to enter into an agreement with Hanson Professional Services, Inc. in the amount of $373,205.00 for FY 2026 semi-annual compliance monitoring and reporting for the Edinburg Regional Sanitary Landfill Facility.

— Authorization of Amendment No. 2 to the agreement with Halff Associates, Inc. for engineering and right-of-way acquisition services for the Sugar Road Right-of-Way Project, increasing the agreement amount by $57,300.00.

— Award of RFP No. 2026-009 for the Fountain Center Roof Rehabilitation Project to SLR Building Contractors, LLC for an amount not to exceed $99,785.00, funded through the FY 2025-2026 Community Development Block Grant Program.

— Approval of the quarterly investment report for the period ending March 31, 2026.

— Approval of city council minutes for multiple meetings held between December 2025 and March 2026.

— Authorization for the city manager to enter into a counter-part agreement with North Alamo Water Supply Corporation and a two-party contract with JAR Development, LP to provide water service to the Gratitude Groves Subdivision.

Executive Session

The council will convene in closed executive session to address consultation with the city attorney; personnel matters; possible action regarding the conveyance, exchange, or lease of real property; and economic development matters. The council will reconvene in open session following the executive session to take any necessary action.
